Should medical doctors be allowed to run for president of the United States on the Republican ticket?

Texas congressman and pediatrician Doctor Ron Paul has been saying that the United States should not start wars against Muslim citizens without a congressional declaration of war as required by the United States constitution. This is contrary to all other prominent Republican candidates who want more war.
